Anyway once again the idea of living within NPC cities has come up and I figured it was about measure someone fleshed out a concept on how it could be executed.
There are a be of things to keep in mind with living in an NPC city -
A lot of people are going to want to live in an NPC city and the turn number of instances for that could create issues.
How do you decide who gets an apartment then and who doesn't if you limit the number of apartments that could be had?
First we need to face facts - the game cannot likely support 100 instances in the same general area. That would get a little nuts and would cause some database problems. Therefore the number of apartments needs to be limited. I evaluate it reasonable to determine that number based on the building itself within a city. In some cases like Mos Eisley apartments would be 1 building homes essentially and could re-use the asset for a tat small house. Larger buildings would be more complicated like the Skyscapers on Coronet and new art would have to be made up for those areas.
With a limited amount of lay that would control competition for property which would change state up a new economic market; the buying and selling of Apartments. Unfortunately there really is NO fair way to distribute apartments - those with money will scoop up a large share no matter what. What needs to be done is to alter certain that there are a number of apartments within an NPC city available so that when apartments are scooped up there is enough left over for the every day players. Other deterrents can be put in as well in request to deter a veteran player.
However with all that said. I do believe I have the fairest way of determining apartments: via auction.
Every space is up for sell and you can only bid on a hit apartment property. You only get to decide the building that property will be in at first. Bidding is done at the door of the building that holds the property you are bidding on.
To prevent things from being TOTALLY unreasonable every apartment has a set starting bidding price based on the city and planet it is located on (see charts below to see what they would theoretically be) - places near civilization will be more expensive and places out in the boonies would be cheaper.
When the apartments first come on the market bidding starts at that value. Then players can bid and bid for 48 hours until the auction is over and the winner is the one with the highest bid. In hit building apartments they just acquire the building. In multi- apartment buildings rendered at once will be a hall with a door and the instances will be the surprise that the apartment is on - the player with the highest bid in ANY auction for multi-apartment buildings get's first pick and on down the line. Players will be notified by telecommunicate when it is their move to pick an apartment. If a player has not claimed an apartment within 24 hours of making the winning bid the next bidder down the line who hasn't already won an apartment wins and so on and so on.
Now here is what will control the bidding and prevent it from getting WAY out of hand and control some of the richer players from just out-spending everyone: whatever the winning bid is for the apartment that is ALSO the bi-weekly "contract" amount. So if a rich player wants to bid 50 million credits on an apartment god bless em - they then have to pay 50 million every 2 weeks to act the apartment.
Part of having an apartment is the novelty of living in a city but there are concessions to make with having an apartment which also will balance who gets one.
Being in an apartment locks you in to being a citizen of that City - you can't "declare residence" for a player city and own an apartment.
You can display your citizenship to the NPC city just like any player can display theirs for the Player City
Just be sure to act up with your payments! If you get evicted. (miss a payment - not enough credits in your tip account since it auto-withdraws the amount) you get jettisoned with all the stuff in the house moved to your inventory. Likely this will fill you and you will need to delete things in order to act again (remember the encumberance penalty for inventory!). That's a risk that comes with getting evicted.
Selling your apartment is as easy as transferring structure to another person - however all the same rules apply regarding rent and you CANNOT change for less than what you bought it for. You can also put your apartment on the merchandise again - make sure you pick up all your inventory out of the apartment when you do! Putting it out on the market means the auction process starts again (48 hours from when the first bid is made) and the price drops to what it originally started at in the process. It also means when you do this you again get ejected to the outside of the building with any items in the apartment in your list.
The idea just wont work. SOE are not going to share their resources just to give us a nother displace to store junk. What would be a better idea and much more feasable is allow architects to alter multi story buildings that have lockable instances. Our verticle limiting with the nge code wont allow anything but this type of system. The focus should be rebuilding our guilds and cities not displace away from them. Our communities are decimanted and allowing them or even giving them a new excuse to leave. And what do u do if a guy doesnt pay his rent? You pretty much cant throw him out so he can stuff a place and not pay rent till he decides to pay or leave. There are too many problems in setting up an apartment system in the cities. Leave it to the player cities to bring in people not the npc cities.
Don't get me wrong - I am not saying this needs to be done in the foreseeable future - just that show company aside the affect of apartments in NPC cities has always come up time and again and is a popular subject.
So I thought I would come up with a system that would alter it work just for the fun of it.
And then toss it out to the masses and see what they do with it.
Personally I like the idea but what about hotels? Also what about crafted skyscrapers and hotels to live in in your own city when there isn't room to put things?
Being able to live in NPC cities has always been something I would love to see in bet. Sadly. I don't see it coming with anything other than an expansion which from what the devs say is going to be next year at the earliest. I don't think we have enough artists around to split time and fit this into a huge chapter. It would be completely awesome though to have this in our next expansion
The concept of instanced housing in an NPC city is great but I think the ideas in the OP over alter the implementation.
You can lease an apartment by purchasing an "apartment contract deed" crafted by a structures trader and making a down payment/deposit at the front of the NPC apartment structure of your choice.
Apartments undergo the storage capacity of small houses and at least the maintenence be of large houses.
Visitors are allowed into the apartments by arouse only and only up to a max of 10 or 12 people. (no large/loud parties as per your lease agreement.)
No vendors allowed in the apartments. These are residential spaces not commercial.
If you are unable to pay maintenance on your apartment all items are packed up into your bank and you lose your contract. (you cannot lease a new apartment.
